why doesn't my hawthorn flower

I have a long, tall hawthorn hedge (I think it is about 20 years old). When I first moved here I clipped it as did the previous owner, but the last 4 years I have let it get much taller. Very few of the plants flower. Can anyone explain why?

Answers
Hawthorn flowers on older wood so you need to let some branches mature to get flowers. Also bluetits etc strip the buds.

I would say your Hawthorn hedge has been a larder for many small birds through the winter months. If the leaves recover I would not worry.
