I think that my bay tree is dead. I say "think" because although the majority of the leaves are brown, there are green ones coming through. Should I chop it right back and see what happens?

It's not dead if its got new growth - cut back to where the new growth is showing.

Mine croaked after winter 2010/2011 but has fought back with new leaves. I didn't cut the dead wood back for a year to give it some protection.

If the growth is at the bottom of the tree then leave the main stem to feed back into the roots. Remove any branches and twigs that come off in your hand. I would then cut it back in the winter at Sarraceniac has said.
If the growth is in the crown then again remove any twigs and branches that fall off in your hand.

mine did the same heavy frost early 2012 it is still trying to recover,my mate had the same problem and he pruned his hard back and is now recovering good luck
