is it safe to put bedding plants in the garden

Not yet - other years, when the weather is warm and sunny, the answer might be yes, but technically, summer bedding should be placed permanently outside at the very end of May, and only then if all risk of frost is past. And this year, who knows when that will be....

Too true Bamboo, even without the frosts we've had this week the strong winds would just decimate them in my garden

You don't say where you live. In Devon & Cornwall I would risk it. Here in SW Wales I chanced putting out some ageratums yesterday as we have had very little frost and none for ages, and so far so good. Also some are hardier than others eg too soon for zinnias.
