I think it was the rain in large doses that has made it put out so many bright green shoots. It is over 20 years old. I didn't spot the pattern until I saw the photo. I think Thuya might be part of the name, but not sure.

Possibly a dwarf blue spruce variety: a Colorado Blue/picea pungans.

I'm thinking more likely Abies balsamea 'hudsonia'? Hard to see the shape of the branches where the older leaves are in the photo, needles should be arranged all round each branch rather than just side to side if its that.

I thought Abies from the second picture due to the flat looking structure to the needles (like a Nordman Christmas tree) but the first picture makes the needles look rounded like Picea.

Kildermorie - if you Google abies balsamea hudsonia, then click on images on the left when the page comes up, there's 2 or 3 images which look pretty close to the plant in the photograph...

I agree - Abies balsamea though it may be 'nana' as the colours and growth look more similar to the pics.
