I have a flowering cherry tree planted last year, it's about 7 ft tall and had blossom last year but so far no leaves and no blossom this year, could it have died?

By this stage of the year, with neither shoots nor blossom, it does sound probable. Try scratching the bark with a thumbnail and seeing if there is green beneath. If there isn't, I'm afraid it's a goner.
