On plant azalea

The rootball is the amount of soil lifted from field grown plants, shrubs or trees. Some come bare rooted. Always dig a hole twice as big as the root ball planting just below the old line on the plants, shrubs or trees.

It could also mean that the plant was bagged. If all the soil and roots were in a net bag (or other type) this is also called rootballed.
Therefore, you could plant it bag and all or remove the bag.
