Weeders, does anyone know what this is? It is growing evenly scattered on a meadow hill in full in NYC. The top photo shows it in flower, the next two are before it set flowers, next to a 14" tool, for scale. The roots are woody. Any input is much appreciated as this one has stumped several pros around here.

Wish I could see the flowers a bit more clearly, at least then we could put a plant family to it.
Annoyingly I have a feeling I know this plant.

This looks like yellow sweet clover, can you get a closer picture of the flower.

I think I've seen this growing in a Devon garden but sadly can never remember what it is.

it is certainly a leguminacea plant, possibly a 'vetch'.
