I gave my 5 convulvulus cneorum a haircut in late March and one of them hasn't recovered. Have I killed it? It looks very brown.

Probably, yes - this one, if it needs it, should be cut after flowering, which is usually somewhere between mid May to mid June.

Sorry for your loss. I find Convolvulus cneorum are very temperamental. Not long-lived plants at the best of times. :-(
