We have a lilac tree which we planted 4 years ago in a barrel, it's now outgrown the barrel can you tell me when the best time is to replant it? please.

Is the barrel comming apart and the root would be undisturbed......then anytime? If so dig a bigger hole than the root system, put some good stuff in the bottom, water well and fuss it for a while ......otherwise later autumn would be best time.
