I have a pittosporum tom thumb just going into its 2nd year and today noticed that there is a small area, one or two small twigs, which is dead- both the wood and the little leaves.
I have cut these out- looks slightly like a ring doughnut- will sprinkle plant food granules around the base- is there anything else I can do?

Pittisporums are not completely hardy. I've lost two, and the others always have some dead parts I have to prune out after the winter. I think you'll have to be patient, and try to shape it as it gets new growth.
