our hawthorn tree has not flowerd this year it looks dead should we leave it til next year or dig it up

Try scraping a bit of the bark away carefully with a fingernail if it is green underneath then your hawthorn is still alive and it is worth waiting to see what it will do, if it is brown then your hawthorn is probably dead. Either way I'd wait until next year to be sure.
