I have a dwarf willow around 4.5 foot tall which is fairly new to my garden (we've had it around 8 to 10 weeks) It's planted into a large pot and is in good condition. I noticed this weekend though that some of the leaves had a rust like mark on the topside and the underside had a rust coloured 'blob'. Not every leaf is affected. is it something I should worry about and if so how should I treat it?

On the assumption that what you've got is a Kilmarnock Willow, it may well be rust - if its an orange deposit, that's what it is. These plants are very susceptible to it, and you will need to spray thoroughly with a fungicide treatment suitable for that condition.
