It looks like a type of bottlebrush - Aesculus parviflora (possibly Rogers bottlebrush buckeye?)

Oh thats great thanks all of you, I had no idea, it appears every year and once the (flowers) have gone I forget about it again. but its a nice little plant and its leaves are pretty too!
