I am not an expert but I have 4 of these in my garden and the one that flowered properly for me this year was in full sun for most of the day, and I would also google information on pruning your wisteria as they need to be pruned August/ Sept and then again in Jan/Feb.

Yes, a north fence probably not the best position.

They go lanky and horrid in a north facing situ. South facing is best, then west and east in the UK.
