in the first year of planting a new rhubarb corn do i just
leave the stalks and leaves to rot down on the plant ?
as I've been told not to harvest any sticks in the first year.

Hi Fezzer and welcome to GoY. Yes just let the stems grow and then rot back down in order to help feed and establish the crown.

Give it a good mulch of rotted manure in the winter too. They love a good feed.
