whats up with my rhus?

my rhus (stags horn) came into bud about 2 months ago and stopped! the shoots are still alive but havent grown anymore, ive scraped the bark back and the branches are very green underneath so thers still life, but it just seems dormant, any ideas as to if it will come back?

It's probably suffering from drought, we've had little rain, lots of wind, and that'll check growth and eventually cause leaf drop if it goes on too long.
