I have small tree stumps (8" diameter) cut to ground level, can i just cover with membrane from new landscaping or best to remove.

Best to have them ground out, frankly. They'll rot down very, very slowly, and sometimes honey fungus appears and you don't want that in your garden. Left as they are, if they're conifers, they won't grow again, but if they're broadleaved trees or shrubs, they will if you don't treat them with something to stop regrowth.
