Again a closer view would help. Copper waste is extremely toxic to most plants so any growing on a waste heap would be very special and rare.

Best guess from the picture is Melampyrum sylvaticum Small cow wheat or Melampyrum pratense or common cow-wheat.

Thanks Pompernel, that is a great shout. It seems to be M. pratense but even with the name, it took a good while to try to sort out the different species. ( http://www.first-nature.com/flowers/melampyrum_pratense.php)
