I haven't tried spraying it on tea bags but I have sprayed it on the wall of a raised bed that a neighbour's cat used to spray against on a regular basis (the stink was disgusting). It took about 3 weeks of regular re-spraying but he got the message in the end!
I have used citrus oil on tea bags placed under a propped up flowerpot and this works as well, although unfortunately not for very long.
Good luck!
