Do I remove the baby plants from the parent plant and re pot them .Is cactus compost the right one to use .

Yep you can remove the offshoots from the parent and pot them up. make sure you keep the central "urn" of the babies topped up with water.
The only problem with this is that if the main parent plant has flowered, it will probably die off eventually leaving the babies to be the next generation of flowering plants.
