I would say Dec/Jan. You use a garden fork and try and take as much soil with you as possible. They have thick 'tap' roots that you really do not want to break at all so when digging it out try and keep that intact, the smaller feeding roots will regrow. Dig a hole larger the the root ball you just removed, add in some bonemeal and fresh compost then add the Magnolia.
