If you are growing Watsonia meriana var. bulbillifera, Julee, then they probably are (you don't give us a picture). If you are growing them as a garden plant in somewhere warm such as Australia they these bulbils are a nuisance weed. If in a pot in the UK then they are a means to growing new plants.
