Its the wild Cornus or type of Cornus that birds deposit around! It will eventually for a large tree, but can be cut back now or spring to encourage bushy upright growth. Lovely- but in the right place. You can move if it you wnat, but the root may go gown some way. But its not a weed as such, just dig out if not required or chop off and paint on weed killer

i also think it is a cornus. the leaf veining is very characteristic.
