It would be nice to have a close up picture of the thing growing over the fuchsia if possible.

I can't tell what's going on in this picture! The green leaves don't look anything like fuchsia, but they appear to be growing amongst dead twigs. Those leaves I can see look like a Hebe of some kind, and you certainly don't want that growing in amongst a fuchsia, they're two separate, freestanding shrubs. But I can't really tell what I'm looking at - where is the fuchsia?

I'd say it's definitely a Hebe, can't tell how tall it is from your picture, and it'll be easier to tell which one it is when it's in flower - the height, once it's in flower, is important for ID

its a hebe as you suggested. once it flowers we may be able to identify which variety for you.
