No its the Black palm named so because the trunk turns black as iys getsolder . Name in Normanbya normanbi .. Its very similar to the Foxtail palm Wodyetia bifurcata.

That was going to be my second guess...since, I kown
they are native to Australia...however, the trunk is so
thin it reminded me more of Ptychosperma caryotoides.
I know the Normanbya normanbyi at the San Diego Zoo
have pretty skinny trunks also...not as thin as your tree
though. Wodyetia bifurcata - Foxtail palms are extremely
common and widely used in landscaping in San Diego
because of their high drought tolerance.
Another up and coming very popular palm is Wodveitchia
(Wodyetia bifurcata X Veitchia arecina) - Foxy Lady Palm
which is even more attractive than Foxtail Palm...however,
less drought tolerant.

Thats interesting I will look it up . My pictured palm has only been planted out 3 months ,still a baby.

That explains the thin trunk. If it's been in a pot for
quite a while it will naturally have a thinner trunk.
It will gradually get wide in time...now that it's in
the ground. : > )

I think you'll be surprised how quickly the trunk will
thicken up....now that it's in the ground.
I see thin-trunked young Wodyetia bifurcata put in the
ground all the time...and they thicken very quickly usually
within one year.
