I presume these are provided as part of your public services departments,Paul,the equivalent of our local Councils ? as there are so many of them to brighten up the streets..

I think you are right Sandra. These pics are on the Upper West Side. Somebody on that council is really smitten with these plants. It's nice to see some color here and there. Some people are very creative.
