There were dozens of this plant blooming at the little cottages located on the pier at Pacific Beach, San Diego, CA. Photo taken Feb. 23, 2013.

They bloom very young. You should have them all over where you live...as they're native to the Mediterranean.

if you hadnt told me i would have thought that the 'flower' was actually another plant altogether and nothing to do with the Aeonium

Yes, they can looks strange to people who's never seen them flower before.
Aeonium species naturalize in parts of coastal California. For some reason Monterey, Carmel By The Sea on the central CA. coast seems to be the best spot for them...they grow very large and have flower spikes which are 5 times or more the size of this one posted.
