Bougainvillea can grow close to the ground or way up in tall trees. It just depends on the variety.

I've to confess i never saw it growing close to the ground here... wt a nice idea :)

It's used as a groundcover here. Along the freeways it mounds up to 15ft/4.6m or taller. And of course, it can grow up an 80ft/25m tall palm tree.
