Too many species of Opuntia grow here in California...not sure what this species is. Photo taken August 31, 2010 in Balboa Park, San Diego, CA.

Yes, I think this one does.
This is not considered a mass planting of Opuntia. There's literally canyons here full of this cactus growing. It grow wild in many areas of California.
