Plumeria 'Celadine' and 'Samoan Fluff

According to the owner of this house these trees are around 18 years old and taller than the house. The trees are generally much fuller and have more flowers. I guess it has to do with our unusually cool Summer so far this year. Photo taken about 3 blocks from my house on August 4, 2010.

Wow! It must be pretty cool there...how cool is it?
At least our high and low temps have been tolerable at a high 83F/ 28C and a low of 64F/ 18C...which is still considerably below normal. Generally, at this time of year it's 90+/ 32+ F as a high and low of around 70F / 22C.(which is usually only for 15 minutes around 4:00 a.m.)
The red thing is a hummingbird feeder. They're very popular here...they attract the very cute hummingbirds. : > )

You must mean the yellowish fronds from the very common Phoenix roebellenii - Pygmy Date Palm. : > )
...or maybe the cable T.V. wire?

That's the very exotic (LOL!!!) Washingtonia robusta - Mexican Fan Palm (you're only seeing the dead fronds though). Mexican Fan Palm is the most widely grown palm in California...even more commonly grown than Washingtonia filifera - California Fan Palm.

Those are old flower spikes. I'll post some pics of Washingtonia robusta - Mexican Fan Palms with flower spikes soon...as I have some old photos somewhere. The flower spikes starts forming in February or March.
