This is the typical look of most Plumeria varieties. I think you saw most Plumerias just starting to leaf out and blooming when you were in Mexico.

Most likely it has an incredible fragrance.
I was in my car when I took this photo (I took this photo through the windshield this is why it's not so clear).
There's so many very large Plumeria trees growing at Imperial Beach (which is at the Mexican border just south of San Diego, on the coast only). Unfortunately, I didn't get many photos. I'll have to go back and get more photos as I saw some Plumeria trees much larger than houses.

This looks very bushy, Most plumerias I have seen were not so full .
