They bloom here all year; however, the heaviest flowering period is in spring through fall.
I had a large Podranea ricasoliana in SF Bay Area (Fremont, Mission San Jose). It flowered really well from late spring through late summer. It would loose most of its leaves during the winter, though. I think it was due to the wet, clay soil, though.

I saw one in Berkeley fronting a house with a nice wood tone picket fence and those over path arch things. It covered it all in bloom. That had to have been in early summer.

They grow well up north...they just don't flower in winter...that I know of, anyway.
