I see it Fluff.........they do look like Verbascum flowers. The leaves were so shiny that it threw me. I would say it is probably one of the following..........
Verbascum blattaria 'White Blush'
Verbascum phoeniceum 'Flush of White'
Verbascum chaxi var album 'Milkshake'
It is very pretty. :o)

Thanks Gilli...you certainly know your verbascum! I was given it by a local village friend & she said it comes up everywhere in her garden so I hope it spreads in mine! the flowers are so thin & delicate ...almost paper - like. I like the milkshake name so that's what I'll call it!

Here are some descriptions of the three Fluff......
Verbascum 'Milkshake' has strong spires of pure white flowers, with plum-pink eyes, producing a striking effect. Shorter than other species making it highly desirable.
Verbascum White Blush produces flowers up the length of the stem through the growing season. Buds are crimson opening to beautiful rose tinted flowers.
Verbascum 'Flush of White'
Garden plant with compact basal leaf rosette and many base branching stems covered with tiny flowers. Pure white, very uniform and first year flowering.

you've described in them so I'll give up trying to name it!
