Looks like the blooming stalk of a yucca or agave. Both would have a centralized clump of long thick spiky shape leaves at the base of this stem.

ok thanks greenthumb, it was planted in the middle of a very full bed so could,nt get a look at the base, but i will do some investigating now i have this info. thank you :o)
