My Plumeria is a lot less fuller now...since its lost the large branch. I had to tie it up...because it was in jeopardy of losing all its large branches...being top-heavy on one side now. Photo taken Sept. 25, 2009.

It was a very mild Santa Ana Wind...only about 25 mph/ 40 kmph.

It seems to me the branch was bit weak, or it owuld resist the wind, right?

They are somewhat weak-stemmed while young...however, with age
they become very strong tolerating hurricane-force winds.
My tree had a pretty weak structure. Plumeria trees
only branch where it flowers. This make the branching structure
very "v"-shaped...which insn't a very strong braching structure.
