I've never been able find the name of the shrub which grows as large shrub with many thousands of aerial roots in Balboa Park, San Diego, CA. Photo taken Feb. 23, 2010.

Yes, I'm sure there's horticulturist working in the park...however, to contact one is probably very difficult. I'll have to find out.
