Don't give up on it...it looks like it still has green petioles...and if the trunk is not soft and rotted...it should come back.
Cycas revoluta - Sago Palm is an extremely hardy cycad. Specimens have endured very low temps 14 degrees F/ -17 degrees C. and have come back

Should i cut the old fronds off and see what happens ??

Mushybanna:
No, don't do anything. Let the plant flush with growth first. Any part of the plant which is cut invites bacterial or viral diseases...which can kill any frost damaged plant very, very quickly! There's a very high probability of bacterial diseases in frost/cold damaged plants, unfortunately!
Also, keep the soil on the dry side...wet soil on a frost/cold damaged plant also invites root-rot.

Where did you have it for winter? I put mine in a cold greenhouse and just gave it a little water from time to time and it looks OK

It probably suffered from the wet autumn and then the very cold weather. Have you somewhere more sheltered for it in future?
