This Chinese Fountain Palm is old...it takes 30 - 40 years to grow this tall. Photo taken March 24, 2010 in Point Loma, San Diego, CA.

Are these hardy ? It can be quite cold in some areas of China ??

Yes, it is hardy. From what I understand this palm has withstood temps to 15 degrees F. / -9.4 degrees C. with damage but has recovered and doesn't seem to be affected by bacterial problems after freeze damage like so many other palms. It reportedly sustains damaged at 20 degrees F./ -6.7 degrees C. (Caveat lector: this palm is very slow growing, and it may take 2 years to recover completely from freeze damage)

It is really fantastic - I come across it when I was doing interior plant maintenance - but affraid it is better to grow it indoors in England... didn't survive winter in London being planted outside...

Sorry to hear about your Chinese Fountain palm! Iv'e read usually they're very hardy to cold. However, I don't know this first hand because here in San Diego, CA. we never have anywhere near the cold temps that would even damage this palms.
