SK - unlike herbaceous paeonies, tree paeonies should be planted deep as they are grafted plants and you want to encourage roots from the variety. They relish a warm, sheltered spot in sun away from cold winds.
I give mine a general feed in early spring; I guess some dilute tomato food around the same time might encourage flowers. In general pruning is not required but if the plants are getting leggy or congested in the centre, some cutting back may be necessary, again in early spring as they start to shoot.
Good luck
