No it's not high up, it is at about waist level. The house is built on a hill and there are steps down from the terrace to the patio below which is the red brick you can see through the railings, giving the impression of being high up.

No it's for decoration only. It's too close to the house for the birds. The hornets have looked interested on a number of occasions, but thankfully have not taken up residence. It is only a few feet from our door.
