Clematis's coming over the fence

Whilst on the road driving I just had to stop and take a pic with my mobile at this fabulous twin clematis coming from the other side iof the fence. So jealous and wanted to knock and see if they wanted to sell it! lol

Heard about taking cuttings but not sure where to cut and do I just plant straight into my ground? Never done that!!
