Could it be Helianthus if not Rudbeckia Pennyrose?

Thanks Drc, I think you could be right with Helianthus -especially as the leaves and stems are hairy.

This has been in the garden for years and I don't know what it is. It is shrub like -dies away every year -it grows to about 5ft tall -leaves are quite rough in texture and flower stems are very strong.
