Too many species of Opuntia grow here in California...not sure what this species is. Photo taken August 31, 2010 in Balboa Park, San Diego, CA.

Yes, I think this one does.
This is not considered a mass planting of Opuntia. There's literally canyons here full of this cactus growing. It grow wild in many areas of California.

Mass plantation of opuntia is creating quite an effect.Does it bear pale yellow flowers?
