Royal Creeper is a beautiful tropical white flowering vine from New Caledonia. Photo taken a the San Diego Zoo on Feb. 11, 2011.

Yes, it only blooms during winter, like Pyrostegia venusta (Flame Vine). Since it's from New Caledonia it most likely would grow in Hayward... most likely it would need a south-facing wall, though.
