My Singapore Plumeria has been blooming every month since last November. Photo taken April 14, 2011.

Plumeria trees are very easy to grow. However, they need to have AT LEAST 5 - 8 hours of direct hot sun a day to bloom well.

The simple answer is...yes. I have had Plumeria bloom first year from cuttings but, they must have a latent bud (flower spike) in the cutting, if not, it will not bloom. The latent bud is developed in the branch tip in the previous Fall or Winter.
It's common practice to fertilize Plumeria trees with high bloom in Fall and early Spring...then switch to a higher nitrogen fertilizer after the buds emerge. The higher nitrogen will induce more lush leave growth.
One extremely important thing to remember when starting a Plumeria cutting -- keep the cutting on the dry side (barely moist)...if not, it will surely rot! When starting the cutting it should be put into full hot sun (no reflected hot sun until it roots and starts to grow)

That is stunning Andy I have got seeds to one simular to this only its like a bow, send one to Milky she has it germinated too.
