Found growing in a local park at Marbella, what is it please & can it be grown here in the UK?

The flower looks similar to a frangipani, but the leaves look as if it is some sort of lily?

It is Frangipani (known as Plumbago over here).
Can be grown in the UK, in a conservatory/greenhouse.
