It looks like Orbea variegata. It is a succulent plant but not a cactus. Sometimes it is known as a 'starfish plant' :o)

Hi Meanie - Orbea and Stapelia are closely related genera in the group of plants called Stapeliae. There are several other genera in that group. They all have similar flowers :o)

They like a bit of light shade, but I don't think they would do well in very low light.
