Do my eyes deceive me or is this a bud? This plant is 7 years old and has never flowered.....is there hope or will my dreams of a beautiful pink flower fade again this year.

Have a look at this site Sue. It tells you a huge amount about paeony trees as well as the perennial types. If yours has been grown from seed it may not flower until it is 10 years old but the most common problem with not having flowers is because it has been planted too deeply or if mulched every year the mulch has put the root further underground than it would prefer. http://www.peonysenvy.com/peonycare.html#notbloom

They do not like being moved either and can take three years to flower when they have been moved. 1st year roots, 2nd year shoots, 3rd year flowers. I wonder if it is planted too deeply the crown needs to be very close to the surface. If you planted it at the same depth or slightly higher you may have fixed its problem. Fingers crossed it is a flower bud.

The crown is just under the surface. As it was in the pot!

It does look like a bud. I have this one and it flowers like mad.
