Rosa spinossisima?

A cultivar of Rosa spinossisima with large jet-black shiny hips planted around the underpasses of a road inter-section near Alt-na-Gelvin Hospital, Derry has yielded an abundance of blossoms similar to this little beauty and makes the paths in places a delight to walk.
