First year astrantia - which the bees seem to love.

Yes, it is shaggy. I was at Chelsea in 2010 and it was everywhere. I fell in love with it. I have another larger clump in the garden and I bought 3 astrantia 'ruby wedding' at Gardening Scotland this year, so my collection is growing.
